Abstract

The integration of artificial intelligence into public administration has reshaped how strategic decisions are formulated, evaluated and implemented. This study examines the relationship between AI-driven decision support systems (AI-DSS) and strategic management effectiveness within public sector organisations. Drawing on a structured review of literature, the study synthesises evidence across four thematic domains: the technological evolution of AI-DSS, their influence on strategic decision quality, the organisational and human factors shaping adoption, and the governance frameworks that condition their responsible deployment. The analysis indicates that AI-DSS contribute to measurable gains in decision speed, forecasting accuracy and resource allocation, yet their effectiveness is mediated by data quality, managerial trust and organisational readiness, and moderated by governance and ethical oversight. A conceptual framework is proposed to integrate these relationships. The findings carry practical implications for public managers seeking to embed analytical capability without compromising accountability, transparency or public value.
